Since forum policy is to sign all posts with one's first and last name, is it possible to get my username changed to "Jay Frank"?

Yes, I can do that for you. However, since your name is already in your signature, is there any real need for the change?

No "real need" - simply a willingness to defer to preferred practices. Truth be told, I'm somewhat of a Nili fan, and I'm happy to maintain that username.

Jay,

The only requirement is that your real name appear somewhere. In the signature or the user name -- both work. But doing both is overkill.

You're in compliance now; we don't require more. :-)
