I don't see a difference.
They would mean the same thing to me, too. I really don't know when, in English, we should leave "of" off after "all."
Should we say "all the children" or "all of the children"? Does context matter? It seems the same to me, but sometimes the syntax check on Word offers me correction on this.

When we say "all the children", "all" is an adjective modifying "children".
When we say "all of the children", "all" is a noun, modified by "of the children".
But no difference in meaning that I know of.

I should have been clear. I know that there's a syntactic distinction, but I don't sense any semantic difference.
