What is fulfilling?

Christians commonly use the abstract word 'Fulfill' e.g. they say 'Jesus fulfilled the Law'

Matthew 5:18
till all be fulfilled
ἕως ἂν πάντα γένηται

ἕως - עד
ἂν - הן
πάντα - כל (ὅλος, τέλος, פן)
γένηται - יהיה

What is the 'filling word' here and how would this work in Hebrew?

In Leviticus 20:27, כי יהיה is rendered 'ὃς ἂν γένηται'

Exodus 40:33
Moses finished the work
יכל משה את־המלאכה
συνετέλεσεν Μωυσῆς πάντα τὰ ἔργα
Moses finished all the work

The word 'πίμπλημι' (pímplēmi) is the literal word for 'Fill' the cognate of which
is מלא/πιμπλάω, perhaps the root of מלאכה 'one of fulfills a role'

- τελέω (fulfil, accomplish, execute, perform)
- συν 'With' , this is עם, which gave way for μετὰ which is עמד.

Lamentation 2:7
fulfilled his word
συνετέλεσεν ῥήματα
בצע אמרת

בצע - ἀποσῴζω 'Keep safe, keep them in mind, preserve, remember, profit, keep hold'
ῥῆμα- archaic form of דבר which is רגם in Ugaritic

There is dissonance between literal and abstract.
