על is ‘up, on, upon’, and עוֹל OL is a binding, on or upon, על, the neck of a beast, made to attach it to a carriage. It is not, so it seems to me, specifically designed to hold two animals together, conjugated.
See Gen. 27:40
וְעַל-חַרְבְּךָ תִחְיֶה וְאֶת-אָחִיךָ תַּעֲבֹד וְהָיָה כַּאֲשֶׁר תָּרִיד וּפָרַקְתָּ עֻלּוֹ מֵעַל צַוָּארֶךָ
NIV: You will live by the sword and you will serve your brother. But when you grow restless, you will throw his yoke from off your neck
