if וְהָאָרֶץ הָיְתָה is translated as a past perfect, then light would have been created first.

Possibly, but in any event, gravitation, and with it the downward pull of the water into the deep seas, appears to have been created on day three.

ויאמר אלהים יקוו המים מתחת השמים אל מקום אחד ותראה היבשה ויהי כן

"And God said, Let the waters under the heaven be gathered together unto one place, and let the dry land appear: and it was so."

It appears to me that the root קוה QWH is a variant of גבה GBH, 'tall'. The QAW, 'line, straightedge', of Isaiah 44:13 is thus a GAB גב of some height or length.

In order to answer that question, we have to ask, When did day 1 begin? Did it start in eternity past or at verse 3.

On the third day "God saw that it was all good", meaning, methinks, that creational evolution is uni-directional; from the good to the better. No going back on what was created perfectly.

In order to measure time on a human scale, one needs material and motion.

In verse one God created the material. In verse three, he set it in motion.

Here are the first three days.
בראשית ברא אלהים את השמים ואת הארץ. והארץ היתה תהו ובהו וחשך על-פני תהום ורוח אלהים מרחפת על פני המים. ויאמר אלהים יהי אור ויהי אור. וירא אלהים את האור כי טוב ויבדל אלהים בין האור ובין החשך. ויקרא אלהים לאור יום, ולחשך קרא לילה ויהי ערב ויהי בקר יום אחד.

ויאמר אלהים יהי רקיע בתוך המים ויהי מבדיל בין מים למים. ויעש אלהים את הרקיע ויבדל בין המים אשר מתחת לרקיע ובין המים אשר מעל לרקיע ויהי כן. ויקרא אלהים לרקיע שמים ויהי ערב ויהי בקר יום שני.

My question was, where is the sentence that can be translated “God saw that it was all good” in the third day? It’s not there.

BTW in Biblical Hebrew, the word טוב had more the idea of “pleasing” as in something or someone with which one can be pleased than the modern meaning of “good”.

1. The word טוב TOB is a variant of צוב COB, 'solid, stable, firm, sound', יציב It is the opposite of רע RA, 'flimsy, shaky, unsound, shakable', as in Is. 24:18-20
וירעשו מוסדי ארץ  רעה התרעעה הארץ פור התפוררה ארץ מוט התמוטטה ארץ נוע תנוע
ארץ כשכור והתנודדה כמלונה וכבד עליה פשעה ונפלה ולא תסיף קום
"the foundations of the earth do shake. The earth is utterly broken down, the earth is clean dissolved, the earth is moved exceedingly.The earth shall reel to and fro like a drunkard, and shall be removed like a cottage; and the transgression thereof shall be heavy upon it; and it shall fall, and not rise again.
2. There is no such thing as "pleasing".
