Notice also the לְהַגִּיד, "to tell", at the end of the verse.

Seems to me that הִגִּיד = היא-ג-היא-ד HIGIYD it tainted by the confrontational flavor of נֶגֶד, NEGED, 'opposite, against'. See Gen. 3:11
וַיֹּאמֶר מִי הִגִּיד לְךָ כִּי עֵירֹם אָתָּה
KJV: " And he said, Who told thee that thou wast naked?"

Here, Ex. 14:15, is an example of DABER but without EMOR
וַיֹּאמֶר יְהוָה אֶל מֹשֶׁה מַה תִּצְעַק אֵלָי דַּבֵּר אֶל בְּנֵי יִשְׂרָאֵל וְיִסָּעוּ
