Pronunciation of ר֛וּחַ (Isaiah 61.1)

ר֛וּחַ I guessed it was a ḥireq under the resh, so thought it would be rīvūaḥ, but listened to the mechon-mamre audio and it's rūaḥ as usual. Why is that, please, and a) is that a ḥireq; and b) what is the mark before it, which looks a bit like a merḥa?

Hi Andrew,
The sign under the letter R is a cantillation mark called Tevir.
the dot (and the curved line) is part of the sign.
The vowel of the R is the next letter (V) and the dot inside it (Shuruq).
So the word starts with the sound: Ru.
