Hallo David, I will keep this short, sorry for the waffling, it's a bad habit I have of writing long intorductions and then the point I want to make comes in two sentences.

I am leaving the original question about the verb as an 'undecided', nothing more to discuss here really, modern commentators all say "God will rebuke them" so I can not argue but I am not convinced either by that translation/meaning.

As to the second part of your question, No, I do not believe this is referring to the Assyrians as set in Isaiah's day referring to the Assyria that existed between 900 BC to 606 BC roughly. Once again I have too many issues with this interpretation.

Without getting into geopolitics and this era...
You don't have to see it referring to Assyria.
