Is כזב a verb or a noun?

And why is an aleph added to the end of the word to make it a place name in 1 Chron. 4:22?

It can be a noun, "lie" or a verb "lie".
I do not know how or if it is connected to the place Chozeba.

Wouldn't you have to add a aleph to the beginning, or a tav yod to the end of the root word (a masculine singular noun) to make it a verb?
