To withhold from it the fraction אֵל EL, 'the highest one', the letter aleph is transposed, methinks, in the name עֲזָאזֵל = עז-עז-אֵל as in Lev. 16:8-10
וְנָתַן אַהֲרֹן עַל שְׁנֵי הַשְּׂעִירִם גֹּרָלוֹת גּוֹרָל אֶחָד לַיהוָה וְגוֹרָל אֶחָד לַעֲזָאזֵל וְהִקְרִיב אַהֲרֹן אֶת הַשָּׂעִיר אֲשֶׁר עָלָה עָלָיו הַגּוֹרָל לַיהוָה וְעָשָׂהוּ חַטָּאת וְהַשָּׂעִיר אֲשֶׁר עָלָה עָלָיו הַגּוֹרָל לַעֲזָאזֵל יָעֳמַד חַי לִפְנֵי יְהוָה לְכַפֵּר עָלָיו לְשַׁלַּח אֹתוֹ לַעֲזָאזֵל הַמִּדְבָּרָה

Appears to me that יוֹאֵל = יה-הוּא-אֵל, with YA being merely 'he', to avoid earthly connotations.
