That is a contraction of the word אשר used as a prefix. In Tanakh its use is not as common and the non-contracted אשר but has the same meaning. It is found from early to late Biblical Hebrew, so its use cannot be used as a time indicator.

Biblical Hebrew doesn’t have the indefinite article, therefore “an angel” with an emphasis on “an” can’t be said in Biblical Hebrew.
