2 Kings 20:9

I hope this isn't redundant, but my searches didn't turn up a thread with this title.

I'm not actually interested so much in the grammar of the Hebrew but rather that of the targum, which I quote from Sefaria:
וַאֲמַר יְשַׁעְיָה דֵין לָךְ אָתָא מִן קֳדָם יְיָ אֲרֵי יַעְבֵּד יְיָ יַת פִּתְגָמָא דְמַלֵיל הַיְהַךְ טוּלָא עֲסַר שָׁעִין אִם יְתוּב עֲסַר שָׁעִין

I've racked my brain and come up with nothing for the word הַיְהַךְ. Any help? It's probably very obvious, but unfortunately my Aramaic is full of holes.

Returning to the Hebrew, for the word הָלַךְ of the Masoretic text, the Septuagint has a future verb (πορεύσεται, I think). Is it reasonable to assume that the Vorlage had rather הֲיֵלֵךְ 'Shall [the shadow] go...'

Lastly, any idea just what the hell Isaiah is supposed to mean here? What is he talking about?
